General Warning of strange character
During the past few weeks there has been a very strange character walking the streets of Hertford. I have had to eject him from the pub twice now. He comes in asking for a drink of water, spends a lifetime in the loo and then scrounges cigarettes/roll ups etc., from the customers. And my God, does he smell awful!!! Had to spray air freshener everywhere after his last visit. On being asked to leave he stands and stares and keeps asking WHY? He is very freaky and we have now heard he is on the prowl in the town although he does wander up and down West Street quite a bit. Description? 1.7 m +/- tall. Looks a bit Eastern European with tight curly hair. He appears to wear the same clothes all the time which are a pale blue sweat shirt, dirty grey jogging bottoms and trainers. Always has a carrier bag with him. He is extremely creepy and hearsay tells us that he has a habit of staring at women alone in shops. Anyone seen him? Is he harmless or what?

i have seen him, seems harmless enough just homeless i think. given him a few cigarettes. trys to keep to himself so he doesnt get thrown out, only asks for smokes. never asked for money which is good

Alert the Police to him, they will pass description to all officers that patrol in the area and can have a word with him when they see him. No harm done, but could potentially avoid any issues arising.

This person has been known to everyone in the town for three weeks; especially those on Town Watch and more particularly shops where there are only females. He appears harmless and has not as far as i know done anything wrong. He has been arrested once for minor shoplifting and stopped, searched and questioned by police on more than one other occassion. However, as he has done nothing wrong the police can do nothing. Their logs are full of complaints about him from town centre, Bengeo, Folly and just about everywher else.
The thing is, if you are a solitary female working alone in a shop he can appear intimdating and unnerving. These are some of the more polite comments i have heard. Many believe he does need help, but where in town is the Good Samaritan.
