Parking Bay outside Lloyds in Hertford
Hi there,
I was wondering what the general opinion is of the number of tickets being issued to Lloyds customers who park in the parking bay outside Lloyds to use the bank, and come back 2 minutes later to a ticket?
I notice that the council have just re-done the yellow lines there, so that they go into the bay rather than across it - but what i want to know is, why was the bay constructed in the first place, about a year ago, if it is illegal to use it? And does the fact that the lines previously did not go into the bay itself give grounds for dispute of a penalty?

This is'nt the only bay with double yellow lines within it - the one oppo Gays the Newsagent for example. Are people still allowed to load/unload in them (and does using the bank count as loading ??) [?]

I think you will find the one opposite Gays is a pull in for cars to let the busses pass.

I wonder if there is anyone with "knowledge" of a legal nature as to whether you can park in them, if you cannot can you park in them after the 6.00 pm or whatever end of no parking zone etc, etc. Until the Government makes cash, stamps and other things invisible how am I expected to get my money out of banks and don't say use a card all the time! I live in a world where I would allow drop off/pick up parking bays to encourage people to use the banks. I feel a revolution is coming... Joe Public has had enough!

Hertfordshire Highways are planning to make the bay outside Lloyds Bank subject to short-term parking regulations, so you shold be able to park there for up to 20 minutes. They are aware of the current anomoly (ie why is there a bay there if you can't use it!)

Generally speaking there are a lot of anomalies that exist because when the consoloidation orders were published a lot of things such as allowing people to withdraw cash from Lloyds and I thought this was also going to be disabled friendly, along with booking private cars in taxi ranks were overlooked. Have written to appropriate agencies ambout this and other things. Hopefully sorted but don't hold your breath as to a quick fix.

I can't seem to find any detailed description on the web of how double yellow lines are to be placed, however the council have told me that it doesn't matter whether they go across the entrance to the parking bay or into it - the line is in force up to the property boundary (ie Lloyds bank wall). WHY then, if they are correct, have they just painted new ones there??????
AND why do they keep calling it a blooming parking bay if you can't park there? Grrrrr even the Lloyds bank staff have told me they get about 10 complaints a day from ticketed customers.

Cariad, I'll say just one thing that will help you - Citizens Advice Bureau - Having used the services offered by the one in Hertford I can recommend them for being very helpfull and knowledgable.

I believe that the "law" enforcement is based on the notification signs, and not the road markings. In otherwords, if the sign covering that area says you can't park, then regardless as to whats on the road, you can't park there.
Stupid I know, but I believe thats how a court looks at it. But if you are going to investigate, don't take my word as gospel!
