Just being nosey but every time i drive pass the underpass that links Gascoyne Way and St Andrews Street i see the "Flooded" signs still up at the entrances. Has any one done a visual, is it flooded or passable...T.I.A

The southern end (the Which building side) has about 6 inches of water. Its been like this for about 3 weeks now, since the last time it rained properly. It is passable if you're wearing boots or wellies, or on a bicycle, but not in shoes unless you want to get you feet wet and soaked in stagnant water. Amazed that the council haven't sone anything about it.

I used the HCC Highways Fault reporting webpage top log this, and got this response:- Fault type: Hazardous subway flood Location: Gascoyne Way,, Hertford Pends UK Power Network Cnnectn, We have inspected this subway and the resolution is the responsibility of the electricity supply contractor due to power not getting to the pump. We have passed this request to them but have not been advised of the expected date of repair. Highways will continue to monitor progress. Thank you for reporting this issue.

If it was a road that was flooded, it would be fixed within 24 hours. As it's only people walking, the council can't be bothered.

Maybe its me, but surely any negotiated maintenance contract would specify a service level agreement? Unless it already does and is currently specified as when the power company can be arsed to get round to it. Still, if Highways are 'monitoring progress' then its all OK. [:(]

I've reported it along with the fact that I saw people notice the flooding and then cross the A414, stepping over the central reservation barrier instead. An accident waiting to happen. I also concur with Leo........there will likely be an agreement with the supplier which includes a commitment as to when the issue is acknowledged and regular updates. HCC should provide more than this wooly response.

Interestingly I received an update just now and so checked the HCC web site to get the latest status on the logged issue. Perhaps they think we are naive. It is clear that logged faults are 'closed' as quickly as possible, as soon as the initial email is sent to the person reporting it, in order to feed stats for reporting. Whoever is responsible will no doubt be reporting on the average closure time for logged issues and if a hundred issues were logged for the flood subway and all closed after 64 minutes their stats would look wonderful. Frankly, all reports logged against an issue until that issue is rectified.

I've been reporting the same pot holes to them since March 15th, result: nothing they're just getting worse. After e-mails and 5 phone calls I don't know what else to do ?

Interesting response. So when a fault is reported, it is then closed because its being dealt with. Most strange! I daren't say much more cos I'm in enough trouble already and expecting the Hertford online social PC cops to arrive at any time now. Good evening Sir. Thank you for contacting Hertfordshire County Council. In regards to your fault being closed, this would be due to the fact that this is already being dealt with. Please see the notes below in regards to this subway. This is a UKPN Power network fault which is why the pumps are not working this has also effected the street lighting. They are aware of this as it was pasted over to them on 05/04/13 unfortunately they have given a date of the end of the month, We have told them the urgency and they have said they will prioritise this as much as possible. I hope this answers any queries you have. If you have any further questions, please do not hesitate to contact us.

Latest email update from HCC. They still can't explain why a report is treated as 'closed' when no repair has been made. As suggested earlier in the forum, it must all be to do with reporting and target achievement. Never mind there could be an accident soon! In regards to the closed subway along Gascoyne Way, the following message has come to ourselves "We have inspected this subway and the resolution is the responsibility of the electricity supply contractor due to power not getting to the pump. Yes, all very lovely HCC that you're monitoring the situation. Less monitoring and more getting on the phone to the Power Company to get their bottoms down the underpass and fix the power supply pronto.. Why is this so hard to do? I have to chase up customers etc in my job daily, this is what you have to do.. I am at a loss why standing back and waiting for a third party to do something will work. HCC Highways/ Ringway or whatever, action needed now its dangerous to pedestrians and I feel a lawsuit coming on when someone crosses Gascoyne Way when they shouldn't.. Update by Monday please!

There's a streetlamp in Mill Road that's not worked in all the six years it's been there, for the simple reason that it's never been connected to the power network. (Sorry, off-topic)

Went by underpass at about 10.30am this morning and there was a UK Power Network van parked by one of the entrances to the underpass in Gascoyne Way. So power may be restored or he was just doing a survey.

Looks like some excavation work has now taken place on the Which Building side by UK Power Networks.
