Uncaring Hertford
To all the people who drove past the old couple face down in the street by the entrance to Sele Mill yesterday:
I hope wherever you were going was so important you couldn't spare 30 seconds to help them up. Disgusted.

Seemed shaken but no bones broken. Then some people that live there turned up and took them to their home whilst I went on my way. I wonder how long they had been like that. i was very shocked people could just drive past.

I think perhaps that there is more to this than drivers callously driving past pensioners prostrate in the gutter.
There is not much detail in the post, but most people in my experience do all they can if they come across such a distressing scene. That they didn't suggests to me that there were other factors in play.
As you say that not one, but many drivers passed by then it seems all the more likely that there was either a good reason not to stop or not time to fully appreciate the circumstances.
I can understand that it must have been an upsetting experience but it seems a bit over the top to jump to the conclusion that people are uncaring. I think LoucasX was just expressing his hope that there must be another explanation.

I found my pensioner neighbour stuck on an adjacent road one night at 3am on my way home from the hospital.
I had never spoken to him before, but I got him in my car and drove him back home. When I informed the other neighbours I found they had all done similar activities for him and were informing his next of kin. Unfortunately his memory was fading rapidly and he is now in care, but it made my opinion of fellow Herford folk as very caring.
