Fly tipping
In the last few days I have come across 2 places between Hertford and Bramfield where someone has dumped a load of old junk. Its quite depressing that some people are so ignorant, disrespectful and lazy to behave in this way, when Hertford is surrounded by beautiful countryside and we also have good facilities for waste disposal.

100% agree - you can add to the list those that are in the waste disposal 'trade' but have no intention of dumping legally; including some builders and (for some odd reason) carpet fitters who simply dispose of their waste by the roadside. Its not only a problem for Hertford though its nationwide and costs the taxpayer hundreds of thousands to clear up and makes the area look a mess; plus it can be dangerous. I've even come across fly-tipping in my street and it beats me how some people think it is acceptable.

I think its something to do with the council rules, if you want certain items collected from your address, they charged me 30 pounds the last time and they wanted a full list of items to be collected or if you are doing something to your house and have some rubble and other items and you go to the local dump they will refuse to accept them, hence the fly tipping.

If you have a large quantity of rubble etc then you should hire a skip rather than dumping it in the countryside. I appreciate the point that you are making Night Owl is that people do this to avoid the cost of disposal although the sort of junk I have seen dumped I would think could be taken to the local tip.

arnt the tippers most of the time "professionals". i.e. builders who have done work etc.
A less green alternative to a skip is your black bin. However a full skip load in the black bin does take many many months :)

Items can be freegled via the Hertford freegle group which beats fly tipping and taking stuff to the dump since the recipient comes round and picks e stuff up.
Obviously not everything can be recycled this way but building materials do go as well as white goods etc

It is true that the contribution to local fly tipping made, apparently, by carpet fitters is disproportionate. Is this, perhaps, an individual who could be brought to book with a little research?
