Noticed today that there seems to be quite a bit of activity at the former "Over the Moon" shop, next to the now defunct florists in The Wash. Anyone know what's happening?

They had the entire shop front out today. Moving in a large refridgeration cabinet and display unit. Replaced with a new shopfront (don't they need planning permission for this?).

On looking at the type of refridgeration units going in, it doesn't appear that its going to be an up market off licence! I also noticed the owners of the Grape Vine on Parliament Square looking rather bemused! Why can't Hertford encourage the likes of the Vine Wine Shop in Ware to open up in town???

I have it on good authority that permission has not yet been sought so the new owner has been advised by the planning officers what he needs to do and what he needs to apply for and any work is done before he gets permission is at his own risk. Change of use is not needed as it is to be an off licence / convienience store.

As I understand it yes that is the state of play but was told by a planning office change of use is not needed just the Alcohol licence. In theory they have been told what they need to do and how to go about it, forms they need etc but no idea if they have as yet. That does appear to be a temporay sign so maybe they have applied I know we need businesses and not empty shops but the rules / planning permissions are there for a reason.

How long will it take before this is vandalised, broken glass and other nightmares outside. I thought that signage had to be in keeping with the town? Didn't Hertford Women's Society have to jump through hoops recently on their signage/display about their shopfront? How can we "police" half the town and let this sort of shop front, where it is highly visible and in my personal opinion, awful and not in keeping with the town's architecture, through? So much for discouraging binge drinking, thats two off licences in one of the main trouble areas of Hertford where shopfronts get smashed all the time.... Great planning guys.. NOT [}:)]

Yes as Steve says it is listed, it was put in after those that were The Bouquet, the dutch style gave extra height in the same width on the same footprint. A majority of the buildings in Hertford are listed in one way or another except of course Bircherley Green and Gascoyne Way car park!

I think the new shop opened today. Going by passed form I cannot see the council forcing them to reinstate the frontage. I was also told today that the shop is rented and the owner also owns the two shops to the left of this new booze market. I wonder who (if anyone) would be held accountable for the vandalism of the shop front. The property owner or the party renting it?
