It seems that flushed with success after the recent construction of a skateboard park, the council have moved on to more esoteric things.
Like climbing rockfaces?
Looks like a beacon to would-be grafiti artists, and slightly odd in context - but I guess if the vandalism is tasteful then it could double as a 'Welcome to Hartham' sign.

Your comments are confusing current archaeo..archaeo.. archaeo....whatsisnames! I haven't been down to Hartham for a while, I think I need to go down there to see what the blazes you are on about.

Further enquiries reveal that it's an extension to the 'play' area which has migrated across from the existing site into the corner of the main field. New features include a ten foot simulated rockface, a water feature of some sort and new climbing apparatus.
The hedges are going to be removed adjacent to the new play area to allow more visibilty for cruising police patrol cars, and allow access to the common from the car-park end of things.
Errors and omissions excepted (or is that accepted?)
