Scooby Doo - Port Vale

At the moment, my friend and I are in a ridiculous disagreement about the age of the Scooby Doo image on the side of the old railway bridge in Port Vale, near the junction of Beane Road. I reckon it's been there since the late 1970s. As a resident, she says it was put there in the late 1980s. For those who are confused as to what I mean, here's Scooby. 1976 or 1977. My other half went to millmead school and used to walk home that way.

It was certainly there in March 1976 and I think it goes back even further than that. Who does the repainting these days?
