I understand the Foxholes Avenue/Stansted Road houses are all ex-Local Authority, built in the late 1920's. Solid wall, traditional construction. Easy walking distance to the town and great access to the Meads and on over to Hartham Park, or in the other direction to Hertford Heath bobbing under the A414.
I'm not that impartial myself I suppose as I live in the area (for 7+ years) but to be honest, if I didn't like it (the 'estate'/neighbours, location etc.) I would have moved some time ago.
The houses are definitely good value for money and although not the prettiest on the outside they're solid old things.
Hope this is of some help.

Having lived on most of the estates in Hertford and having lived here for 3 years, I can definitely say this is the best area to live.
Firstly the negatives
1 - the Police don't always stick to the 11pm - 7am curfew with their sirens
2 - not being on a bus route, the roads on Foxholes aren't gritted when it is icy, so driving off the estate can be fun
3 - You cannot get Freeview TV due to the location, unless you have a 40ft aerial on the roof
Now the positives
1 - no gangs of teenagers hanging around
2 - good choice of schools, both primary (Wheatcroft, Hertford Heath, Abel Smith and Morgans) and secondary (Richard Hale, Sele, Simon Balle and Chauncy)
3 - Very quiet as the trees and the height from the road act as good sheilding from the traffic noise
4 - Parking spaces and boundaries are very well respected
5 - Ware Road is good for all major bus routes into and out of Hertford
6 - The residents are very friendly and respect your privacy (unlike other estates I could mention, but won't)
7 - Being on the hill, it doesn't feel like you are living on an estate
In other places I have lived in Hertford, you feel like everyone is either watching what you are doing, talking about you or judging you. But it doesn't feel like that here.
Also, as the houses are not modern in design, they all seem to have their own little quirks - which makes them appealing
I wouldn't live anywhere else in Hertford after having lived here
