Bircherley Green

Strolling through a quiet Bircherley Green yesterday afternoon I could not help to notice how the original nice block paving has been allowed to deterioriate into a shabby tarmac patchwork which looks absolutely naff. [}:)] Surely there is some onus on whoever has cause to dig up the block paving to replace it once the work is completed? Or is it a case of the lowest bid gets the maintenance contract and you get what you pay for?

The section you're referring to from the gates up to Railway Street is maintained by... guess who... Hertfordshire Highways. This standard of maintenance is fairly representative of their work.

If they ticketed every car that parked on it, they would be able to use the money to employ a decent company to repair it.

Thanks Ewoowar - complaint submitted. Suppose its too near to the end of the financial year for anything to be done now and Rush Green has probably swallowed up the budget surplus

I regularly report broken paving slabs so its most probably my fault that there is so much tarmac. Highways are well aware of the problems here and would if allowed be happy to completely re-pave the area but like so much else do a weekly check of the area and send a team down to replace a paving slab or fill it in. The underlying problem is that there are three main trunk roads running through Hertfordshire - the M1, the A1, the M25 and A10. Highways or County get a lot of money from Govt to maintain them. If they were to divert funds away from those and concentrate on the roads outside all our houses where whole road surfaces have been lost, then funding in following years will be cut. No, I don't understand it either. Bircherley Green is just symptomatic of the whole problem. For the residents of Hertford it is far more important that the potholes in their street are filled in than whole stretches of motorway gets all the cash.

I don't think that the Parking Gestapo have sufficient jurastiction to ticket the cars parked in Bircherly Green - it doens't have yellow lines and it isn't a car park. The only offence being comitted is that the people parking there have ignored the "No Vehicles except for loading" signs which is a Police Matter.

I had a meeting with highways there in March and a full report on locakble bollards is being repaired includng those in Railway Street. This is an extract from the minutes of the Hertford Transport Forum of 2 March in response to a question from a resident: AH stated that it is signed no vehicles except for loading. There is only one sign at present. I also raised question of deep puddles and drainage some weeks previous. Highways admitted the problems and are looking at a solution.

I assume "repaired" means "prepared" Who will be responsible for these lockable bollards? If it's local shopkeepers I can forsee them being bullied by the taxidrivers to make sure that they stay unlocked so they can continue to park illegally and damage the surface.

Won't manage to bully us - try unloading a tank full of stock and having to weave around the taxi drivers as we can't get anywhere near the shop. Not amused. Hopefully other shopkeepers will feel the same way. If we have to follow the rules then the taxi drivers should too.

Oh yes, prepared. As for keys and access - if this goes ahead there are two shops only who will need access for large lorries, Thorntons and Holland & Barrett. One key for the Saturday market, one for emergency services and one for me. And there is no way taxi drivers are getting hold of a key and abusing the idea. There is enough obstruction there already as Farrow and Farrow have pointed out. Trying to enforce the rank through the Licensing office is not easy. Apparently last time someone got really stroppy with the taxi drivers they tried to blockade Railway Street and the police were called. During the day it is a clear case of of supply exceeding demand until 3.00pm when the school runs start and/or the tea urn is empty at Rose's. I did report the broken removable bollard in Railway street and it was repaired same day but .... they filled the hole in and the bollard is missing!

So are the bollards going to be placed at the mouth of Bircherley Green only? Other than the replaced central bollard in the pedestrianised bit of Railway Street? If this is the case then the taxi drivers can still park in the space formed by the corners of Thorntons, Loftcat and Tony & Guy. What measures will be taken to stop this? One imagines that they may get blocked in when traders who are not allowed a key have a need to unload in a valid un/loading zone... And: tw's don't ticket them, they all stand around having a chat...[:(!]

Something I discussed with highways. At the top end of Bircherley Green there will be three bollards. A permanent central one and one either side being lockable. The issue of them 'ranking up' in that Bermuda triangle is a serious one and I have taken photos as more evidence for East Herts. The TA's will not book them, I am sure that are s*** scared to do so. Once highways have finalised their report on this scheme then I'll have a meet hopefully with the Licensing Officer and anyone else who can enforce the rank. No promises though.

Found out today that P blockades them in regularly already (three times a week when he unloads). Taxi drivers get verbal with many fs involved; threats to call the police don't move them but they get all defensive when the phone comes out. Completely unacceptable behaviour and smacks of mob rule. When are they going to be sorted out? They should use the taxi marshal rank? It's legal, increases their fare and doesn't make people loathe them!
