This morning a roadsweeping vehicle came down my road at about 8.30 and was unable to clean the gutters because of all the parked cars. So he turned around and drove all the way back down the other side, where there was the same problem. (There is very little off-street parking). Presumably he set off early this morning so that he could finish early today - or he is being paid overtime - for doing nothing. And we don't get our gutters cleaned. By 9.15 most cars have gone and he would have been able to do his job.
