Sele Councillor John Hedley has been banned for a month by East Herts Council after a series of complaints about his behaviour.
The council's Standards Committee met on Wednesday to discuss allegations that he had bullied and intimidated fellow councillors and officers.
Cllr. Hedley strenuously denied the allegations, despite having already been banned by the Conservative party for his conduct.
Finding the allegations proven, the Standards Committee banned him for a month. He was also ordered to write an apology to the complainants. The committee had originally wanted a six month ban but this was reduced to a month after hearing of the Tory ban.
This is not the first time that Cllr.Hedley has been at the centre of bullying allegations. He was barred from Hertford Town Council for three months last year following claims he had abused colleagues at The Castle.
