Where does hertford end and Ware begin?

It's been nagging at me for a while; expecially with regard to Ware Road.
At first I thought it was where the Ware sign appears at the bottom of the road. But clearly the golf club is marked as being in Ware.
So I adjusted my thoughts to where the A10 overhead intersects ware road.
However; the Renault garage which they call Ware garage is where I deem Hertford to be but the name has me stumped.
I know it's not important but I can't get it out of my head!!!
