It says they've now submitted their planning application, but I can't see anything on East Herts website. https://www.hertfordgasworks.co.uk/background/ Their response to feedback so far is interesting. I think Graeme Paton has misread a press release. Other reports I've read say it's Hatfield, which fits better with the description "off the M25 and M1".

Personally like the design but will revisit it when planning application is submitted. Interesting you should say this. It's a largely residential area anyway and not the best location for industrial use, so new homes makes sense.
