I think it's a great idea. Though might be a bit more tricky on Saturday morning with the market stalls there. Personal preference for Maidenhead St I'd rather see people sitting out and dining / enjoying a cup of coffee (maybe not in today's weather) than people selling fat balls and dog bones, but...

There is an old 'DVLA' branded wheelclamp left abandoned at the top of Nelson Street. No idea why. But you could 'borrow' it and clamp the car in question... Just a thought, not condoning such behaviour of course

Could be a massive drop in voltage rather than full power outage? Some things might still work, a lot of newer electronics (eg tvs) have a dual voltage transformer so might not even notice. Not an expert here so this is just speculation...
