An updated copy of the Transportation Plan Summary for Hertford has been published (July 1998) by East Herts District Council and Hertfordshire County Council. Shown below are the proposals contained in the plan.

The following measures are proposed for implementation within the next five years at a projected cost of £5m.
Passenger Transport
- Improvements to passenger transport infrastructure, information and publicity.
- Enhanced bus and taxi services and facilities.
- Improved access to railway stations and facilities
Cycling
- New cycle routes between Hertford North station and Hartham Common.
- Improved crossing facilities on A414.
- New cycle routes within the town.
Pedestrain Schemes
- Improved crossing facilities on the A414, waterways and in the town centre.
- Improved access to schools.
- Improved pedestrian routes and signing.
- Continuation of the Town Enhancement Scheme.
Parking
- Improved facilities for the disabled.
- Improved footways and lighting.
- Residents parking schemes.
- Assessment of parking at railway stations.
Safety and Environment
- Safer routes to school.
- Traffic calming schemes.
- Provision of alternative access to Folly Island.
Development
- Footbridge from Maidenhead Yard towards Old Cross.
- Footbridge from Mill Road to Folly Island.
- Development on the old Addis site.
- Caxton Hillindustry to be accessed from Foxholes Industrial Estate.
Education and Information
- Discourage car use.
- Encouragement of employers to develop commuter plans.
- Review of town centre signing.
- Development of locally focused education and training programmes.
Medium Term Measures
The following measures are proposed for implementation within the next 5-10 years at a projected cost of £3.6m.
Passenger Transport
- Enhanced bus and rail integration.
- Continued development of bus network.
- Enhanced passenger transport infrastructure, information and publicity.
- Bus station improvements.
- Improved access for mobility impaired at Hertford North Station.
- Investigation of Park and Ride.
Cycling
- Extension of cycle route from Cole Green Way to Hertford North Station.
- Erection of cover over cycle stands at Hertford North Station.
Pedestrian Schemes
- Implementation of more schemes in the pedestrian network.
- Continuation of enhancement of the town centre.
Parking
- Improved lighting to car parks.
- CCTV in car parks.
- Reduce on street partking in town centre.
Safety and Environment
- Traffic calming schemes in residential areas.
Education and Information
- Continue with TravelWise and education programme.
- Develop passenger transport information systems.
Long Term Measures
The following measures are proposed for implementation from 2008 onwards at a projected cost of £2.3m.
Passenger Transport
- Improved East-West links outside the town.
- Continued development of local bus network.
Pedestrians
- Investigation of additional footpath links.
- Continued enhancement of the town centre.
Parking
- Continued assessment of parking strategies.
Development
- River Lea waste transfer facility.
Education and Information
- Ongoing TravelWise and education programmes.
