Unidentified Black Boxes

I see that some unusual black boxes with padlocks have appeared on a few lamp posts in Bengeo.

Anyone got any ideas for their purpose, please? :?:

There is one near me.

If they are to monitor morning traffic I could have saved them the trouble, it comes off Bengeo Street into The Avenue and then into Church Road, Elton Road and down Byde Street.........................

If they have one or two tubes coming out of them and across the road they are for monitoring. One tube is for volume of traffic, two tubes speed of traffic. When I was at Highways I did put some of these "black boxes" around Herts but back in the day they where grey in colour.

No...they are situated half-way up the lamp posts with no apparent connection to the ground or tubes. There is one in Duncombe Road nearly opposite the turning into Cross Road...

Amusingly, paragraph 2 opens: "The Bat-Box is an inconspicuous device". Clearly it's not! :D

Things have changed since I worked at HCC then. We used to have to play chicken with the traffic to lay the tubes across the roads.
