Looks like they're going to introduce a fee for the brown bin/garden waste and provide a food caddy, just as they have in Broxbourne.

This survey appears to be focused very much on houses, which seems odd given that flats make up a large proportion of households. Flats only have general rubbish plus white paper and mixed recycling (no brown bins). The collection schedule is different too - recycling is collected fortnightly and general waste every week.

Plus, I think we need to address the unpleasant streetscene created by bins everywhere.

From this press release today:

"Councillors will also be deciding on whether to introduce charging for garden waste. East Herts Council will make this decision at the full council meeting on October 18."

Not much time to object then!

The Overview and Scrutiny Committee said in Sep:
Councillor I Devonshire proposed and Councillor K Warnell seconded, a motion to not charge for a green waste collection. After being put to the meeting and a vote taken, this motion was declared LOST following the Chairman’s casting vote.
Councillor J Goodeve proposed and Councillor M Casey seconded, a motion that a proposal to introduce charging for green waste be given further consideration and that the issue of a food collection service be considered separately. After being put to the meeting and a vote taken, this motion was declared CARRIED.
The Committee supported the recommendations now detailed.
RESOLVED – that the Executive be advised that (A) further information be provided on the technical aspects of the collection as now detailed supported by flow charts to aid the decision making process and to facilitate a clear recommendation to Council on a proposal to introduce charging for green waste; and

(B) the issue of a food collection service be considered separately.

So will any charge be used for clearing up the inevitable increase in fly tipping of hedge trimmings, etc.?

Some good news but.....

“Weekly food waste collection” implies we will no longer be putting food waste in the brown bin (ref: home grown apples story). Are we to be faced with accommodating yet another recycling bin on our properties to support this service?

I accept this is very much a first world concern and we must do our bit for recycling but do fail to see how turning residents back (and front) yards and kitchens into miniature mixed recycling facilities is either “encouraging” us to recycle or even efficient.

The proposal was to remove the brown bin (unless you paid the annual charge)and you would be provided with two caddies - a small one for in-house use and a 3ltr one for curb-side collections, and these would take your food waste only. The cost of the new caddies was to be £125,000 and in addition there was to be discussion on a new vehicle fleet to service the new arrangements. You will note that the Mercury article talks of the charge for garden waste to also go to finance other services NOT just the cost of the brown bin service.

My reading was that the saving would be able to finance other services, not that garden waste charge would be a revenue stream.
