The "Carnival" this year was a joint effort organised by Hertford Town Council and the Rotary Club of Hertford.

And very well they did too, in my opinion. As John B has observed, there is far more to organising public events than meets the eye...

For anyone who has an interest in the "Carnival", or whatever title you would prefer, please see http://www.hertfordcarnival.org.uk/index.html for an update including what you can do to help make a successful day next year if the event goes ahead!

An excellent website if I may say so. Informative too, and there's clearly an opportunity for others to get involved if they have something to add, or feedback to give. Roll on next year's Carnival!
