I know the shops have not been identified but I would speculate that they are one of more of the newly arrived food and drink shops. I've always doubted the viability of these businesses and the fact that they might be engaged in illegal practices would not surprise me.

Nothing has been proven yet so its too early to speculate too much. This sort of practice is also often a good way to legitimise dirty money.
