Rather obviously - that would be the case if the cars remained parked and never utilised the road but that's not very likely is it?!

The whole point is that rat runners generally do not park they are through traffic. If you reduce the traffic by eliminating rat runners cars will still, even more obviously, use the road if they live there and wish to park but risks will be reduced.
