Interesting.
First view of the plan and i'd say surely it would make more sense to have bars, shops, restaurants along the water front rather than a car park as they would be much more aesthetically pleasing.

The rates and rent are just so high for start up independent businesses currently. No wonder so many fail and we are seeing more and more empty shops in town. I love that FCC are going all out to introduce their new trains but you can put your house on it that you won't see any of them on the Hertford Loop.
