I don't think there would be huge danger of "infilling" by developers between Hertford and a bypass if there are no junctions off it between Cole Green and the A10 and it is sufficiently far away from the town. This is what the draft Local Transport Plan has to say about a Hertford Bypass...

As I recall, provision of a Hertford Bypass is just one part of improvements to the A414 corridor overall, and strategically important for the development of Harlow North and Birchall Garden Suburb.

The Local Transport Plan mentions the principle of a Hertford Bypass - nothing more. If the principle gets a generally warm reception then funding and routing would be the next stage. Then of course there'll be public consultations etc before a proposed budget is put forward. I would be surprised to...
