So the Sec of State issued a holding direction late yesterday afternoon meaning the plan could not be adopted. Must say I do agree with EHDC that it was rather late in the day to notify it of the decision.

Couldn't agree more with your summary. Unfortunately, East Herts needs an approved plan to be able control building and also has to meet the numbers imposed on it by government. Looking at this link https://roadworks.org/?105454376 it appears (when you zoom in) that they are installing a new light for the Fore St exit, but there are no details on the HCC website. Anyone know details?
