I'd agree. An Inquiry is a dead cert. But there's something like 3 years worth of survey, option design work and consultation (including consideration of alternatives) to be done before even an application could be made for Highway and land acquisition powers. Spotted Goes Missing

Looks like all the local "Spotted" pages have disappeared from Facebook.

I've checked Hertford, Ware, Hoddesdon, Harlow and Stevenage - all gone.

To my mind this should be two planning applications, not all rolled in to one. It refers to two non-contiguous sites and two different application types - one for full planning permission and one for outline planning permission.
