Gas Works plans set to be rejected. Plans for 375 homes on the former gas works in Marshgate Drive have been recommended for refusal by the district council's planning department.
The DP says 200 homes. The Masterplan drawn up by St Williams Homes and accepted by EHDC says 200 homes. Then St Williams Homes put in a planning application for 375 homes.

HCC Highways Obstruct Riverside Homes Plan. In a letter to planning officers, the County Council Highways Authority wrote "The site and wider highway works proposed do not make sufficient provision for residents and visitors to travel to and from it sustainably and safely".

The letter continues: "this is a sensitive part of the [road] network, already at full capacity during peak hours, and any proposed development in the vicinity must demonstrate that it provides appropriate mitigation measures arising from its traffic."

It refers to two non-contiguous sites and two different application types - one for full planning permission and one for outline planning permission.

A cynic might suggest the developer is trying to play the system. Furthermore, the developer appears to be largely responsible for the Masterplan for the area, which potentially undermines the District Council's powers in determining the application.

As I am no expert in planning applications and readers might not want to read all the documents here is their Covering letter outlining the proposals
https://publicaccess.eastherts.gov.uk/o ... 308425.pdf
The design and access statements tend to be the best place to go for a summary. I downloaded the first file (itself over 80 pages) which is useful. Could not access the second file.

oh, norbury is going? thats a shame! Are they moving or just giving up?
Norbury site is not included in application... It's a bit daft really as it's just ignored. Will cause a massive problem for EHDC noise abatement officer who will have a statutory duty to investigate complaints..

The Southern bit (standards houses) seems sensible; and the revised design, more conservative, in a good way.

Wow, they're certainly risk adverse when it comes to GDPR. Practically every person featured in the photos on the Design & Access statement has a white square over their face. Completely unnecessary.

It says they've now submitted their planning application, but I can't see anything on East Herts website.

https://www.hertfordgasworks.co.uk/background/

Their response to feedback so far is interesting. They talk about widening Marshgate drive, but not much about the fact the overall access issues would be further down the road near the station or the junction with Ware road. Also they talk about new "walking, running and cycling routes" but I struggle to see where these would be on the plans (other than getting around within the development, which I'm not sure counts). It would be nice if a development like this put in place better joined up pedestrian access points for people, so that future developments could then work off that to create a good overall pedestrian network. As it is they just put a small green space in the back of each development and then close it off which doesn't really help much.
The link to the Design & Access Statement doesn't work. This is probably the most important document on the site.
